PROJECT MANAGEMENT & SUPERVISION SERVICES
Stage 1 : During Project Execution
1- Provide a qualified Project Manager to oversee project progress, ensure quality, and coordinate with the design team to achieve successful project delivery within the agreed timeframe.
2- Deploy a team of qualified professionals, including an Architect/Civil Engineer, Mechanical Engineer, Electrical Engineer, Quantity Surveyor/Planning Engineer, QA/QC Engineer, Land Surveyor and Document Controller. This team will supervise subcontractor activities to ensure all works are executed in accordance with IFC drawings, project specifications, and the contract agreement.
3- Review the project schedule regularly and update it on a weekly and monthly basis.
4- Prepare and submit progress reports reflecting actual performance.
5- Conduct organizational alignment assessments to define team roles and responsibilities in accordance with the client’s expectations.
6- Conduct regular weekly coordination meetings with the Contractor and prepare detailed Minutes of Meeting (MoM). Ensure follow-up on action items. Additionally, hold monthly meetings with the client to report and discuss overall project progress.
7- Implement and maintain quality control and quality assurance procedures to ensure that the construction work meets high-quality standards.
8- Inform the Client Engineering Team of any unavoidable circumstances requiring a change order to fulfill project requirements. Upon receiving client consent, evaluate contractor claims related to the proposed changes and provide a comprehensive summary for client review.
9- Inspect contractor equipment, site safety practices, and delivered materials. Verify that execution methods comply with approved plans and specifications, and issue corrective instructions when necessary.
10- Carry out inspections upon receipt of each Request for Inspection (RFI) to verify compliance with specifications and standards.
11- Conduct inspections for all on-site material deliveries as per each submitted Material Inspection Request (MIR).
12- Prepare detailed checklists and record defects identified during construction.
13- Maintain a log of all changes and deviations from the original scope of work executed by the contractor.
14- Identify risks and issues that could potentially delay the project. Propose mitigation measures and promptly inform both the Owner and the Contractor.
15- Ensure all Contractors and Sub-Contractors comply with applicable local health, safety, fire protection, and hygiene regulations.
16- Support the Client Engineering Team in preparing snag lists during the preliminary handover phase. Monitor the rectification of identified issues and conduct follow-up inspections to complete the handover process in accordance with contractual requirements.
17- Approve or reject any non-compliant work. Address issues that arise during execution, provide necessary recommendations for resolution, and ensure the removal of non-compliant work. If the contractor fails to rectify non-compliant work, the Consultant will recommend that the owner hold the contractor responsible for all associated removal costs based on scope and impact.
Stage 2 : Commissioning Support
1- Coordinate with both parties, including the technology provider, to ensure the successful execution of pre-commissioning, commissioning, and acceptance test runs.
2- Develop and organize the sequence of commissioning activities to ensure a structured and efficient process.
3- Consolidate all commissioning activities and prepare a comprehensive close-out report, including a finalized snag list for the commissioning scope.
4- For Industrial Projects, review Factory Acceptance Test (FAT), Site Acceptance Test (SAT), pre-commissioning, commissioning, and acceptance test run procedures, and submit them to the technology licensee provider for approval.
5- Represent the client in witnessing all pre-commissioning, commissioning, and acceptance test activities in collaboration with the technology licensee provider.
6- Ensure that all pre-commissioning and commissioning activities are carried out safely, without incidents or equipment damage. Review and approve the operation and maintenance manuals.
7- Ensure that a comprehensive operations training program is conducted for the owner's personnel. Facilitate a smooth handover and formally close out the project.
